Major step taken towards an international AV treaty

WIPO MEMBER STATES DECIDE TO RE-​CONVOKE THE DIPLOMATIC CONFERENCE OF 2000 ON THE PROTECTION OF AUDIOVISUAL PERFORMANCES

In the morn­ing of Thursday, September 29, 2011, the General Assembly of WIPO Members States fol­lowed the rec­om­men­da­tion of the SCCR (Standing Committee for Copyright and Related Rights) and decid­ed to re-​convoke the Diplomatic Conference of 2000 aimed to adopt an inter­na­tion­al treaty pro­tect­ing audio­vi­su­al performances.

The SCCR rec­om­men­da­tion also stip­u­lates that the work of the Diplomatic Conference shall base itself on the 19 arti­cles that were pro­vi­sion­al­ly adopt­ed in 2000, as well as on the new arti­cle 12 which was sub­ject to con­sen­sus at the SCCR meet­ing of June 2011 (see FIM News dat­ed July 15, 2011).

This deci­sion rep­re­sents a major step toward the adop­tion of the treaty that per­form­ers’ organ­i­sa­tions have been call­ing for so long. The Diplomatic Conference should be held in June or July 2012, either in Geneva or in one of the coun­tries who have offi­cial­ly pre­sent­ed an invi­ta­tion in this respect (as of today: China, Mexico and Morocco).
