Help save the Danish National Chamber Orchestra! [Update]

The Danish Broadcasting Corporation (DBC) has announced that it will shut down the Danish National Chamber Orchestra (DNCO) on the 1st of January due to bud­get cuts. The DNCO employs approx. 45 musi­cians as well as the artis­tic team work­ing with them. Apart from the evi­dent dis­as­ter of the musi­cians los­ing their jobs, the loss of the DNCO would be cat­a­stroph­ic for Denmark’s cul­tur­al life — there sim­ply is no oth­er orches­tra that could lift the DNCO’s 75-​year-​long cul­tur­al her­itage with the same skill, diver­si­ty and beauty.

Apparently, it takes a budget-​meeting and three months to shut down an orches­tra, but it has tak­en 75 years to build a part of Denmark’s cul­tur­al her­itage. […]

Equitable remuneration | Italy forced to comply with European legislation

Current Italian leg­is­la­tion (decree of the President of the Council of 1 September 1975, arti­cle 1) pro­vides, in the absence of agree­ment between par­ties, for the amount of equi­table remu­ner­a­tion due by users to per­form­ers and phono­gram pro­duc­ers to be lim­it­ed to 2% of turnover attrib­uted to use of music.

This lim­i­ta­tion, which, in real­i­ty, caps the amount col­lect­ed from users, leads to col­lec­tions that are way below the European average.

A first com­plaint filed by FIM and IFPI to the European Commission (DG MARKT) in 2008 was unsuc­cess­ful. Consequently, anoth­er joint com­plaint was filed in 2013 and led the Commission to require Italian leg­is­la­tion to com­ply. […]

The AEC website opens a section dedicated to musical entrepreneurship

Polifonia project

On 19 and 20 September 2014, the Hague was the venue for the con­clud­ing con­fer­ence of the 4th work­ing group in the Polifonia project.

Steered by the European Association of Conservatoires (AEC), this project began in 2004 and will be com­plet­ed at the end of 2014. As a part­ner, FIM is rep­re­sent­ed in the 4th work­ing group (musi­cal entre­pre­neur­ship) by Hans Ole Rian, President of Norwegian union MFO.

The Hague con­fer­ence brought togeth­er play­ers from the music edu­ca­tion world to analyse the chal­lenges fac­ing young artists, against a back­drop of grad­ual dis­en­gage­ment of pub­lic author­i­ties from financ­ing cul­tur­al insti­tu­tions. […]

European survey on performers’ contracts and income: take part until 30 Sept.

Europe Economics and the Institute for Information Law of the University of Amsterdam have been com­mis­sioned by the EU Commission to under­take a sur­vey on the remu­ner­a­tion of authors and per­form­ers in 10 EU Member States.

The ten coun­tries sur­veyed are Denmark, France, Germany, Hungary, Italy, Lithuania, Netherlands, Poland, Spain and the United Kingdom.

Performers from the coun­tries list­ed above are warm­ly encour­aged to par­tic­i­pate in the online con­sul­ta­tion, which should not take more than 15 – 20 min­utes. The sur­vey is expect­ed to pro­vide up-​to-​date back­ground mate­r­i­al for future EU policies.

Framework of Action on Gender Equality

On the 27 October 2011, the European sec­to­r­i­al social dia­logue com­mit­tee for the Audiovisual field adopt­ed a frame­work of action on gen­der equal­i­ty, rep­re­sent­ing a suc­cess­ful out­come to two years of nego­ti­a­tion between social partners.

The agree­ment aims to improve the sit­u­a­tion in the sec­tor in the fol­low­ing areas:
 — Gender rep­re­sen­ta­tion
 — Gender role at work
 — Wage equal­i­ty
 — Decision-​making equal­i­ty
 — Balance between career and home

EAEA and EFJ mobilized in Paris to remind political decision-​makers of the importance of the arts, culture and media

On the ini­tia­tive of the French Minister for Culture, Aurélie Filippetti, the Chaillot Forum held on the 4 and 5 April in Paris brought togeth­er some 15 European Ministers of Culture. Also present were Irina Bokova (Director-​General of UNESCO), Martin Schultz (President of the European Parliament), European Commissioners Michel Barnier (Internal Market) and Androulla Vassiliou (Education and Culture), a cer­tain num­ber of well-​known artists and rep­re­sen­ta­tives of cul­tur­al and dig­i­tal econ­o­my sectors.

Debates addressed issues of fund­ing cul­ture, intel­lec­tu­al prop­er­ty and cre­ation, from points of view as wide-​ranging as cul­tur­al diver­si­ty or taxation.

Making a sur­prise appear­ance, President François Hollande remind­ed par­tic­i­pants that cul­ture was not an unnec­es­sary expense but rep­re­sent­ed an oppor­tu­ni­ty for the European econ­o­my and a source of employ­ment and activ­i­ty. […]

The European performing arts sectoral social dialogue committee demands the maintenance of the unemployment insurance scheme for intermittent workers in the live performance sector in France

At its meet­ing on 17 March 2014 in Brussels, the com­mit­tee adopt­ed a motion of sup­port for the unem­ploy­ment insur­ance scheme for per­form­ing artists and tech­ni­cians in France, there­by answer­ing French employ­er organ­i­sa­tions (MEDEF and CGPME) which have indi­cat­ed that they wish to bring an end to this scheme. Such ques­tion­ing would have seri­ous con­se­quences on the per­form­ing arts and audio­vi­su­al sec­tors and all those who work in them.

Motion of the European Sectoral Social Dialogue Committee of the Live Performance sector:

In France, per­form­ing artists and tech­ni­cians in their capac­i­ty as employ­ees, enjoy an unem­ploy­ment insur­ance scheme like work­ers in oth­er fields. This sys­tem has been adapt­ed to take into account speci­fici­ties of their employ­ment con­di­tions, notably char­ac­ter­ized by short-​term con­tracts and the tem­po­rary nature of cer­tain jobs. […]

EU | Parliament adopts regulation facilitating the transport of musical instruments in cabins

On the 5 February 2014, the European Parliament adopt­ed the text review­ing com­mu­ni­ty reg­u­la­tion 2027/​97, cer­tain pro­vi­sions of which aim to facil­i­tate the trans­port of musi­cal instru­ments on planes as hand luggage.

FIM is delight­ed that its long-​haul work, led with the sup­port of Pearle*, suc­ces­sive­ly met with atten­tive atti­tudes on the part of the European Commission, the sup­port of the Parliament’s Committee for Transport and Tourism and the back­ing of an over­whelm­ing major­i­ty of MPs dur­ing the ple­nary ses­sion vote on the 5 February.

The 580 votes for the text (41 against, 48 absten­tions) give it con­sid­er­able legit­i­ma­cy. Despite this, the work of explain­ing and per­suad­ing must, how­ev­er, con­tin­ue at Council lev­el, where reser­va­tions have been expressed. […]
